The Issues
Intentional Strategic Planning is critical to guide us through the next four years. Specifically, the issues identified below need to be at the forefront of our discussions and policy debate.
The planning process must begin with the understanding and agreement that it is possible, through careful management and thorough understanding of the issues, for the tax rate and fee structure to not increase.
In the coming weeks and months, check back to see more detailed discussion on these topics.

Bring LAKELAND together and Build Consensus
It is common knowledge that we have a divided city, and it is time to bridge the divide - Period. It is time to use our collective abilities to work together as a city - if we do, I believe we have unlimited potential to create a first-class city that is desirable, affordable, and a model for others to try and emulate.
Strategically Plan
None of the issues described here can be debated on their own. We need to get serious about prioritizing our needs and genuinely planning how to most efficiently and effectively meet the needs of our residents and business owners. This planning initiative needs to be led by the BOC with considerable input from residents, and professional research and recommendations from city staff.
Attack the Debt
It is time to aggressively attack existing debt starting with the loan and bond debt incurred in the early-mid 2000s. Improving our investment strategy would be a first step towards increasing our ability to reduce and eliminate old debt, thus lowering our annual debt service commitments.
Build the Park
The city's parks facilities are deficient. City leaders began working toward building an athletic park complex as far back as 2006, when land was actually cleared for the park. The city is finally on the verge of construction - we need to finish Phase 1 of this project and begin discussing future phases and how they fit into overall city planning initiatives.
Invest in Infrastructure
The city has done an amazing job over the past several years to increase the level of investment in much needed infrastructure maintenance and improvements. This elevated investment must continue into the future to meet the basic demand from existing development while accounting for future growth.
Manage Growth and Maintain High Quality Neighborhoods
As demand for new houses continue to increase, the city needs to provide clear guidance as to where and when new development should occur, while continually monitoring the impacts development has on infrastructure, schools, and other city services. This guidance is provided through amendments to the Comprehensive Plan, and is essential to ensure that services can be delivered in the most efficient and cost-effective way possible.
